I bought my first domain, tamalanwar.com from a local domain seller of IDB Bhaban and I paid TK 800 for that. They tried to sell me hosting space and told me that you can't use the domain without a hosting account. I know my business and I didn't bought hosting space from them. Later when I went to my control panel, there was no dynamic DNS(Domain Name Server) and no way to use a redirection, neither sub domains.
I had to transfer my domain to another service so that I can be able to use it in blogger.com. The local web server is too much lazy that it took over 72 hours to update the nameservers. It took me one week to setup tamalanwar.com in my blog and that was a terrible experience.

I will then send you my contact details and then you have to send me the money via courier service. Once I got paid, I will send you notification email and the domain in your NameCheap account.

You have to renew your domain each year as long as you want keep your domain. You don't have to buy web hosting if you want to use free service from blogger. But if you are willing to start a wordpress blog or any other website, then you will need web hosting.
